An EU Contract Has Worked Here at Home Rates Since January 2026

This is the first thing to check and it may end the matter, so we are not going to bury it further down.

The Council of the EU brought Moldova into the roaming area on 1 January 2026

The Council of the European Union announced on 25 July 2025 that EU mobile roaming benefits would extend to Moldova and Ukraine as of 1 January 2026, so that EU citizens in Moldova can make calls, send texts and use mobile data without additional charges, just as at home. The Council adopted the Moldova decision on 25 July 2025.

Fewer Cards, Considerably More Traffic

Moldova is one of the more transparent regulators in this region, and its 2025 figures describe a market changing shape rather than simply growing or shrinking.

What the regulator reported

ANRCETI, the national regulator for electronic communications, published its 2025 market review on 29 April 2026. It recorded that the total number of active SIM cards fell slightly, by 2.1 percent, to 3.57 million. Over the same period total data traffic rose 10.3 percent to 405,500 terabytes. Fewer cards, carrying appreciably more data between them.

Which operator your plan uses

Unknown, as everywhere in this catalogue. Suppliers do not publish which local network a plan roams onto and the field that would carry it is identical across every product in the catalogue. Naming a network here would be a guess dressed as a fact.

What That Pattern Means for a Visitor

A market where the card count falls while traffic climbs is one where the remaining connections are working harder. Two practical consequences follow, and one honest limit.

Networks built for heavier use than the card count suggests

Traffic rising by a tenth on a base that shrank by a fiftieth means average consumption per card went up meaningfully in a single year. That is a market adapting to heavier data use rather than one standing still, which is broadly good news if you are arriving with a phone and an appetite for maps and video.

The limit of what ANRCETI publishes

ANRCETI publishes market statistics rather than a coverage map, so there is no national coverage percentage here for us to quote and no district level tool of the kind some regulators offer. We are not going to substitute an estimate. Nor does anyone publish signal data for the rural roads, the Dniester valley or the villages away from the main routes. Download offline maps before leaving Chisinau and treat that as ordinary practice rather than caution.

Sizing for a Country You Can Cross in a Day

Moldova is small. Most visitors base themselves in one place and make day trips, which makes the data estimate more reliable here than in countries where travel days dominate. Chisinau, Balti, Orhei and Cahul come under one Moldova plan, however you route the trip.

Steady use, modest totals

Maps, messaging and translation across a week of day trips is light usage, and a small to mid sized bundle covers it. Because the cheapest suppliers here are under seventy cents per gigabyte, the cost of taking one size larger is small enough to be worth it for the margin alone.

The exception is a longer stay

Moldova gets a lot of visits measured in weeks rather than days. If that is your trip, the validity limit matters more than the bundle size, and the one card here offering 60 day validity is worth the higher entry price rather than stacking two 30 day plans.

Before You Cross the Border

Three things decide whether the plan you bought is the plan you can use, and none of them can be fixed after you land.

Phone, profile, days

Your phone must support eSIM and must not be carrier locked, which is the single most common reason a purchase turns out to be unusable. Install the profile at home while you still have a connection you trust: installation and activation are separate steps, so it does not start the validity period. Then match the day count to the trip with a day of margin, because validity runs in calendar days from activation rather than days of use. Overland arrivals from Romania are common, and most plans here are Moldova only.

What a Data Plan Cannot Do

These are data plans. Two consequences follow, and they cover most of what people ask afterwards.

Calls, messages and your own number

Calls and texts over the mobile network are not included, and no plan here provides a Moldovan number. Internet calling works normally, and setting it up before you travel is worth the minute, since arranging things outside the capital is often done by voice. Keep your home SIM for your own number, with data roaming off.

Tethering, and what happens when it runs out

Tethering works and draws on the same allowance, so a laptop will move through a bundle much faster than a phone will. When the data is gone the connection simply stops, with no per megabyte charge afterwards. Buying a replacement needs a connection, which is the awkward part, so installing a second small plan before you travel is cheap insurance: an installed plan costs nothing until you activate it.
