Dutch Law Sets a Coverage Floor in Every Municipality, Which Is Why a Netherlands eSIM Works Almost Anywhere

One of the most common searches about the Netherlands is for an eSIM with a Dutch phone number, and the honest answer is that no travel eSIM gives you one. Here is what we sell, what it does, and what the regulator guarantees about coverage. Amsterdam, Rotterdam, Utrecht, The Hague and Eindhoven share a single plan. Anyone hunting for an Amsterdam eSIM will find it here under the Netherlands name, and Rotterdam works the same way.

Compare Every Netherlands Plan Here

Forty nine plans for the Netherlands. That is the number the plan list above shows, and it counts both Netherlands only plans and wider regional plans that include Netherlands, because you can buy either from this page. Figures come from the live plan list and change when suppliers reprice.

Roamify: the cheapest data, at 0.48 dollars per gigabyte

About 0.48 dollars per gigabyte at best value, the lowest rate on this page. Entry from 2.02 dollars, validity 1 to 30 days. Unlimited options available.

Airalo: the widest unlimited choice

More unlimited plans than anything else on this page. Entry from 6.00 dollars, about 1.35 dollars per gigabyte at best value, validity 5 to 180 days.

Esimaccess: the lowest entry price, 1.24 dollars

The lowest entry price on this page at 1.24 dollars. About 0.83 dollars per gigabyte at best value, validity 7 to 180 days. No unlimited option.

Telcovision: the outlier, from 16.24 dollars

Entry here starts at 16.24 dollars, more than ten times the cheapest entry on this page at 1.24.

A Travel eSIM Does Not Come With a Dutch Number

This is one of the most searched questions about the Netherlands and it has a direct answer. A travel eSIM is a data plan. It does not come with a Dutch number, and no travel eSIM seller offers one, whatever the marketing implies.

What you actually need if a Dutch number matters

A prepaid SIM bought in the Netherlands from KPN, Vodafone or Odido, or a subscription. Prepaid SIMs are sold in supermarkets and phone shops and give you a working Dutch number. That is a different product from what is on this page and we do not sell it.

When you think you need one and do not

If the reason is receiving verification codes, remember your home SIM stays in the phone and keeps receiving texts on your usual number. Codes from your bank still arrive. The eSIM only replaces your data, not your identity.

When you really do need one

Dutch services that only text a Dutch number, a rental or utility signup, or anything that verifies you are resident. For those, buy locally: a travel eSIM will not do the job, whichever one you pick.

The Netherlands Enforces a Legal Coverage Floor

Most countries publish coverage as an achievement. The Netherlands sets it as a legal obligation and the regulator goes out and checks. The rule, from the Rijksinspectie Digitale Infrastructuur, is that operators must provide mobile coverage across at least 98 per cent of the territory of every single Dutch municipality, with a minimum outdoor download speed of 8 Mbps. The Dutch sentence is De mobiele netwerkoperators moeten in elke Nederlandse gemeente ten minste 98 procent van het grondgebied voorzien van mobiele dekking met een minimale snelheid buitenshuis van 8 Mbps.

They test it and publish the result

On 14 April 2026 the regulator reported measurements taken in the first months of 2026 across eighteen municipalities, among them Emmen, Venlo, Apeldoorn, Assen, Veere and Vaals. All three national operators, KPN, VodafoneZiggo and Odido, met the requirement in every one of them.

What that means for a traveller

Coverage is not something you need to plan around in the Netherlands. The floor is per municipality rather than a national average, which is the difference between a country where the countryside is covered and one where the average is carried by the cities.

What it still does not promise

Ninety eight per cent of a municipality is not one hundred, the requirement is measured outdoors, and 8 Mbps is a floor rather than what you will typically get. Indoor signal in older buildings and thick walls is a separate matter that no regulation covers.

Crossing into Belgium and Germany

The Netherlands is small and a lot of trips do not stop at the border, so this comes up often.

A Netherlands plan stops at the border

It covers the Netherlands and nothing else. Driving to Antwerp or Dusseldorf takes you off it. If your trip crosses, buy a Europe regional plan and check its country list before paying.

If you live in the EU you may need nothing

If your phone plan comes from another EU or EEA country, roaming across all three is normally included in your domestic allowance at no extra charge. Check your own plan before buying anything here.

Sizing a Plan for a Country You Cross by Train

The Netherlands is cheap for data and wifi is everywhere, so most visitors overbuy. The figures below are our estimate from typical usage patterns, not a measurement.

A week of ordinary use

Maps, messaging, transport apps and photographs come to roughly 3 to 5 GB over a week for most people. At the best rate here that is a little over two dollars of data.

Cycling navigation

If you are cycling between towns you will have the map open for hours at a time. It is lighter than it feels, but download the offline map anyway and save both battery and data.

Turn off automatic backup before you fly

Automatic photo backup and app updates over mobile data will empty a small plan in days. This one setting saves more than choosing a different supplier.

From Checkout to Schiphol

Three checks, none of which takes longer than a minute.

Check the handset first

Your phone must support eSIM and must not be locked to a carrier. Dial star hash 06 hash. If an EID appears alongside the IMEI, the phone supports eSIM.

Install before you fly

Install the profile while you still have working internet at home. Schiphol has free wifi if you leave it late, but installing at home means you land connected.

If it does not connect

Switch the line on in your mobile data settings, check that data roaming is enabled for that line specifically, and restart the phone. If it still fails the APN may need setting by hand and our setup page lists the values.
