Kotor, Mostar and the drive between split the coast in two
Montenegro and Bosnia and Herzegovina are not EU members, so roam like at home ends at their borders even for an EU contract. Since 1 October 2023 the charge on the far side has been capped under a voluntary agreement between EU and Western Balkan operators recorded by the European Commission, and it is falling, but capped is not free.
