TDRA: using an unapproved calling app is illegal, not merely blocked
The UAE Telecommunications and Digital Government Regulatory Authority states in its published guidance that voice and video calls over the internet provided by third parties fall within the scope of its policy, and that it is illegal to use such software to make calls unless the third party is licensed by TDRA, or a licensee provides the service in collaboration with that third party, or the service is approved by TDRA. It maintains a list of approved applications.
