The EU Roaming Area Does Not Cover This Country Yet
If you are travelling on an EU SIM and assuming roam like at home applies, it does not. What does apply is a capped and falling charge, described below.
Negotiations have not started
On 25 February 2026 the European Commission asked the Council for a mandate to open negotiations with six Western Balkan countries, North Macedonia among them, on extending the free roaming area. That is a request to begin talks, not an agreement. Until something is signed and in force, an EU SIM is roaming abroad here on commercial terms.
The stated target is 2028
The Commission has talked about removing charges entirely by 2028, with the earliest arrangements possibly landing in Montenegro and Albania first. For a trip taken now, that timetable does not help you.
Charges did fall on 1 October 2023, even though free roaming has not arrived
The European Commission records that from 1 October 2023 data roaming between the EU and the Western Balkans became more affordable, after 38 telecommunications operators from both sides voluntarily agreed to reduce charges, supported by the Regional Cooperation Council. Further reductions are planned for 2026, with a 2028 target at which prices should be close to domestic. So the choice is not between free and punishing; it is between a capped roaming charge and the cards on this page.
