The Oceania Cards Listed Beside This Samoa eSIM Undercut It at Both Ends, Including One Identical Esimaccess Card

The honest headline for this destination is that the local list is usually the wrong half of the page. Samoa has fewer cards of its own than the Oceania group sitting next to them, the Oceania group is cheaper at the top of the range, and one card appears in both groups from the same brand at two different prices. A page that buried that would be selling the reader the worse option. What follows sets out the comparison, then what is actually known about Samoan networks, which is more than most Pacific destinations manage.

One Product, Two Prices, Depending Which Group You Read

Airalo lists a two-gigabyte fifteen-day card for Samoa and the same card in the Oceania group. The Oceania version, which covers many more countries, is three dollars cheaper.

Wider Coverage for Less Money

The Oceania version covers many more countries and costs three dollars less than the Samoan one, from the same brand and in the same shape. Both are two gigabytes over fifteen days, so the wider card is the one that stretches further for the money.

The Pattern Holds at the Top of the Range Too

The largest Oceania block, twenty gigabytes over thirty days, costs less than the equivalent Samoan card and works out cheaper per gigabyte as well. So the wider group wins at the small end and at the large end, which leaves the local list carrying only the middle.

Fewer Local Cards Than Regional Ones

Samoa has one of the shortest local lists of any destination covered here, and the Oceania group beside it is longer. That is the reverse of the usual arrangement on a country page and it is the reason the comparison above matters so much.

What the Local List Does Not Have

There is no uncapped card among the Samoan cards at any duration. The Oceania group does carry them. So a visitor who wants unlimited data has no local option at all and has to read the wider group, which is the same conclusion the price comparison reaches by a different route.

Esimaccess Carries Almost the Whole Local Shelf

Of the Samoan cards, all but one come from a single name. That brand also runs a ladder of cards valid for a single day, which is where the steepest rates in the local list sit.

Thirty-Day Blocks Against Single Days

Its thirty-day cards improve steadily with size and hold the best local rates. Its one-day cards sit at the other end. Between them is a small set of seven and fifteen day cards. For anything longer than a couple of days the thirty-day ladder is the part of the local list worth reading.

Samoa Has 5G, and the Operator Has Counted the Sites

Pacific 5G claims are usually unsourced. Here the operator publishes both the count and the area, which makes the scale checkable rather than a matter of trust.

Twenty-Five Sites, Around One Town

In a release dated 20 January 2026 the operator states that Digicel Samoa was the first to introduce 5G in Samoa, and that five new 5G sites across Apia and surrounding suburbs brought its total to 25 5G sites, on a WST 23 million investment in network upgrades. It had noted earlier, in March 2024, that the rollout used spectrum refarming rather than newly assigned frequencies.

Nothing Comparable From the Second Licensee

No official statement from the second licensed operator or from the regulator confirming its own 5G service could be found. So the 5G record here belongs to one company and one town, and no card in the local list carries a 5G label in any case.

Apia, Salelologa, Mulifanua and Lalomanu Buy the Same Card

No Samoan card is written for one island or one village. Buying for Upolu and buying for Savaii pull from an identical set, because every card covers the country. An Apia eSIM is not a separate product from one used at Mulifanua or on the far coast.

The 5G Sites Are All on One Island

Salelologa on Savaii and Lalomanu at the eastern end of Upolu draw on exactly the same cards as the capital. What differs is the network underneath: the published 5G sites are described as being in Apia and its suburbs, and neither brand states which network its cards use anywhere in the country.

The Cable and the Regulator Record Are Both Public

Two things about Samoan connectivity are documented well enough to state plainly, and one thing that is often repeated about it is not.

What Is Confirmed

The Tui-Samoa system, described by the cable company as spanning more than 1,470 km and funded with the Asian Development Bank, the World Bank and Australian support, landed at Apia in November 2017, with its landing station at Vaivase-Tai. The World Bank approved a further 20.05 million dollar digital programme in November 2024 aimed at increasing resilient and inclusive access to more affordable broadband Internet, under a national Digital Transformation Strategy 2023-2030.

What Could Not Be Confirmed

A second trans-Pacific system is widely described as serving Samoa. The Samoan cable company published only the commencement of commercial negotiations to host a spur, and the cable operator own site lists its connections without naming Samoa. That claim is therefore not made here. The regulator has also been active in a different direction, issuing an order in 2024 requiring an immediate cease and desist of unauthorised satellite services.
