Portuguese Law Sets 5G Coverage Targets for Madeira Parish by Parish, and Every Month-Long Madeira eSIM Here Carries a 5G Label

Madeira is one of the few destinations where the coverage obligation is written down at the level of individual parishes rather than as a national average, which makes it possible to say something specific instead of something vague. The card list has a matching neatness: validity and network label move together, so choosing thirty days also chooses a label and a price band. There is no wider regional card beside the local ones, and the island connection to the rest of the world runs through an unusually crowded seabed.

The Obligation Was Written by the Unit, Not as a National Average

When Portugal auctioned its 5G spectrum the regulator wrote the autonomous regions into the obligations by name and by unit. The relevant clauses do not talk about the country as a whole; they talk about each parish and each municipality in Madeira and the Azores.

Seventy-Five Per Cent by 2023, Ninety Per Cent by 2025

The auction regulation requires coverage of 75% of the population of each of the parishes by the end of 2023, rising to coverage of 90% of the population of each of the parishes by the end of 2025, in each of the parishes of the Autonomous Regions of Madeira and the Azores. A separate clause requires operators to install at least one macro base station, or 10 outdoor small cell base stations, in each municipality in those regions.

The Obligation Can Be Met Through Another Operator

The same regulation permits the target to be satisfied through national roaming, in accordance with competition rules. That matters for reading any coverage claim: an operator can meet its parish obligation using somebody else network, so a stated figure does not necessarily describe that operator own build.

Thirty Days and a 5G Label Are the Same Choice Here

The island list divides between the brands along a line that is almost too tidy. One labels everything 4G and stops at fifteen days. The other labels everything 5G and holds every card that runs a full month. There is no month-long 4G card and no short 5G one.

What That Costs

The best rate per gigabyte in the list belongs to the 4G brand, on its largest short card. The best rate among the month-long cards is about forty per cent higher. So the premium for a month of validity and a 5G label together, bought as one decision, is roughly forty per cent on the rate.

Which Way to Go for a Week

For a stay of a week or two the 4G ladder is straightforwardly cheaper and the label makes no difference that any published figure supports at that price. The month-long cards earn their premium only when the trip actually runs past fifteen days.

No Wider Card Covers the Island

The local cards stand alone. No European group is listed beside them despite Madeira being EU territory, so the twenty cards above are the entire choice available here for the archipelago.

EU Status Does Not Put a Europe Card on the Page

Madeira is named by the European Commission among the outermost regions, alongside the Azores, and EU law applies there. That is a fact about law rather than about catalogues. Nothing in the wider European groups reaches the island in this listing, which is why the local list is the whole of it.

Eight Submarine Cables Land Here and a Ninth Is Due in 2026

For an archipelago of a quarter of a million people the seabed around Madeira is remarkably busy, and the regional government publishes the inventory itself.

What the Regional Government Lists

Its register names the Eurafrica cable to mainland Portugal and France, created in 1992; SAT 2 to the Canaries and South Africa, 1993; Atlantis 2 to the mainland, Spain and Senegal, 2000; the Continente-Acores-Madeira link and the Madeira to Porto Santo cable, both 2003; and the ACE and WACS systems installed in 2012. The European Commission separately records that the EllaLink system has landing points including Funchal, reaching the island of Madeira as well as Cabo Verde.

The Replacement Ring Is Dated

The Portuguese state infrastructure company signed a contract in March 2024 for a new ring that will link the mainland to the Autonomous Regions of the Azores and Madeira, described as 3,812 kilometres of submarine cable at an investment of about 154.4 million euros, with a mandate to implement the project by the end of 2026.

Funchal, Machico, Camara de Lobos, Santana and Porto Santo Buy the Same Card

No card in the island list is scoped to a municipality. Buying for Funchal and buying for Porto Santo pull the same twenty cards, because every card covers the region. A Funchal eSIM is not a different product from one bought for the north coast.

The Parish Rule Is About Networks, Not About Prices

The parish-level obligation described above governs where operators must build. It has nothing to do with what a card costs, and no card in the list charges more for Santana, Machico or Camara de Lobos than for the capital. Whether the obligation has been met in a given parish is not something either brand reports.

One Operator Published a Madeira Figure, and It Came Through a Broadcaster

Regional coverage numbers are harder to source than national ones. Two exist for Madeira and both need their provenance stated rather than hidden.

What Was Published and by Whom

One operator published a Madeira release stating that the population coverage of Madeira and Porto Santo is close to 100 per cent for 4G and 80 per cent for 5G, though the date on that release could not be pinned down reliably. Separately, the regulator consumer portal carried a report of its Madeira delegation director appearing on regional television in June 2024, under the line that the region should have full 5G coverage by the end of the year. That is a broadcast headline relayed by the regulator, not a regulator measurement, and it is quoted here on that basis.
