Réunion Is EU Territory and Not One Europe Card Covers It, Which Is Why a Réunion eSIM Exists

Réunion is a French department in the Indian Ocean and, in the European Commission wording, an integral part of the EU. That status sets up three questions a buyer actually runs into: which wider card covers the island, whether a European allowance reaches it, and why an island with a thousand authorised 5G sites has no 5G card in the list above. The answers below are not the ones the EU status predicts, and each is taken from the regulator or agency that published it.

The Only Wider Card That Reaches the Island Costs About Nine Times the Local One

The wider card sitting above the local ones is an Africa product, and the group heading says so. That is the first surprise on a page for EU territory. The second is the price: the Africa card and the cheapest local card are the same size, the same duration and from the same brand, and they are nowhere near the same money.

Why the Group Heading Reads Africa

Réunion sits in the Africa grouping in this catalogue and in a set of global products, and in neither case is it European. A buyer holding a Europe card bought for a Paris trip has nothing in that card that names Réunion. The island is EU territory and the Europe products do not follow the territory.

One Gigabyte for a Week, Priced Twice

One gigabyte over seven days exists both as a Réunion card and as the Africa card, from the same brand. The Africa version costs roughly nine and a half times what the Réunion version costs. Even the worst rate among the local cards is around a fifth of the Africa card rate, so the wider card is not competitive here on any reading.

Brussels and Paris Answer the Roaming Question With Two Different Instruments

Whether a European contract works at home rates in Réunion has no single published answer, because two authorities describe it from different directions and neither addresses the other case directly. Rather than pick the convenient half, both are set out here.

What the Commission Says About Outermost Regions

The European Commission describes the outermost regions, Réunion among them, in unambiguous terms: these regions are an integral part of the EU, and EU law and all the rights and duties associated with EU membership apply. On that basis Réunion is not a foreign country for EU purposes.

What ARCEP Says About a French Contract

The French regulator ARCEP states that the EU roaming regulation does not apply to roaming situations within French territory, and a trip from mainland France to Réunion is exactly that. French law provides the protection instead, and ARCEP noted in September 2025 that those provisions apply equally in overseas roaming cases. We did not find an official statement addressing a non-French EU contract in Réunion directly, so that case is left unresolved here.

The French Regulator Has Authorised Four Mobile Networks for the Island

Réunion is not a one-operator island, which is unusual for a territory of its size and matters for coverage in the interior. ARCEP announced in May 2022 that four named operators were authorised to use frequencies there.

Who Was Authorised, and on Which Bands

ARCEP names Orange, SRR, Telco OI and Zeop Mobile as authorised to use the frequencies, in the 700 MHz and 3.4 to 3.8 GHz bands. Which of the four carries a card bought here is not stated by any card here, so the count is useful as background rather than as a way to choose between cards.

More Than a Thousand Authorised 5G Sites, and Every Card Here Sold as 4G

The gap between what the island has and what the list offers is wide on this point, and the reason sits with the brands rather than with Réunion.

What the Frequency Agency Counted in August 2026

The French frequency agency publishes an overseas mobile observatory. Its August 2026 edition, under a table headed for authorised 5G sites in Réunion, counts 637 for Orange, 261 for SRR, 185 for Telco OI and 50 for Zeop. Its separate column for sites technically in service is lower in every case but still runs to hundreds.

Airalo Stocks Réunion and Did Not Use Its 5G Label Here

Across this site only the Airalo cards ever carry a 5G label. Airalo does stock Réunion, and it labels its Réunion cards 4G, as does everything else here. So the 4G labelling is a supplier decision taken for this destination, not a statement about what Réunion networks carry.

Saint-Denis, Saint-Pierre, Saint-Paul, Le Tampon and Saint-André Buy the Same Card

Nothing in the local list is scoped to a commune. A Saint-Denis eSIM is the same purchase as a Saint-Pierre eSIM, because there is one island-wide list and every card in it is sold for the whole department. Réunion is mountainous and the interior is thinly built, but that difference lives in network reach rather than in the price of a card.

The Cirques and the Coast Are Not Priced Apart

Saint-Denis on the north coast, Saint-Pierre in the south, Saint-Paul on the west, Saint-André on the east and Le Tampon inland all draw from the same cards, and so does anywhere in the cirques above them. Whether a signal reaches into Mafate or Cilaos depends on the network behind the card, and no card here names that network.

Esimaccess Holds the Five Best Rates, and They Are Not the Cards That Look Cheapest

Esimaccess holds the five best rates on the Réunion list, and four of those five are thirty-day cards rather than the short ones that carry the low sticker prices. Roamify, Airalo and Esimfly fill in around it.

Sticker Price and Rate Point at Different Cards

The cheapest card to buy is one gigabyte for a week. The best rate belongs to a twenty-gigabyte card running thirty days, which costs over ten times as much up front. For a week on the island the small card is often still the right purchase, and for anything longer the ranking flips completely.
