Romania eSIM: EU Roaming, Three Networks, and Transylvania
Romania joined the EU in 2007 and completed its Schengen accession in 2024-2025 (air and sea borders March 2024, land borders January 2025), making it fully integrated into the European roaming zone and Schengen area. That has a straightforward implication for the eSIM question: if you're on any EU or EEA home plan, 'Roam Like at Home' applies and you probably don't need to buy anything for Romania under the four-month fair-use limit. EU Roaming Covers You — But Watch the Fair-Use Cap
The direct version: Romania has been in the EU since 2007 and is now fully in Schengen (air and sea March 2024, land January 2025). Any EU or EEA home plan uses domestic data allowance in Romania at no surcharge under 'Roam Like at Home', subject to the four-month fair-use limit that applies across the EU. A German, French, Italian, Spanish or Polish traveller on a mid-size plan spending a week or two in Bucharest and Transylvania has no reason to buy a Romanian eSIM. The travellers who benefit: Turkish visitors (Turkcell, Vodafone TR, Türk Telekom charge 25-40 TL per day plus MB fees), UK post-Brexit travellers whose carriers reintroduced Romania surcharges of £2-5 per day, US, Canadian, Australian and other non-EU travellers whose home plans treat Romania as chargeable roaming, long-stay contractors, IT contractors past the four-month EU fair-use limit, and business travellers who want data separated from their SMS line. For any Romania+Bulgaria or Romania+Moldova+Hungary loop, a multi-country Europe plan is often cleaner than stacking country eSIMs.
The Moldovan crossing (still not in EU roaming)
Romania sits directly on the Moldovan border and cultural, linguistic and family ties across it are dense. Your Romanian eSIM stops working the moment you cross into Moldova — Moldova is not in the EU or the EU roaming zone. For a Bucharest-Chișinău trip, either buy a separate Moldova eSIM at the border or use a Europe multi-country plan that specifically includes Moldova.
Three Networks: Orange, Vodafone, Digi Mobil
Romania has a competitive three-network market that's unusual for its price positioning. Orange Romania (which absorbed Telekom Romania Mobile in 2021) is the market leader with the widest countrywide 4G/5G including the Carpathian villages and Danube Delta reach. Vodafone Romania is the strong number two with dense urban 5G in Bucharest, Cluj-Napoca and Timișoara and solid coverage across Transylvania. Digi Mobil (RCS-RDS, part of the same group behind Digi cable and internet) is the price challenger — often the cheapest mobile data in the EU — with growing 5G in the main cities and a strategy focused on integrated home+mobile bundles that has grown its share fast. All three launched commercial 5G in 2019-2020 and 5G is now near-universal across Bucharest, Cluj, Timișoara, Iași and Brașov. Real-world 5G in central Bucharest runs 300-600 Mbps; 4G LTE across Transylvania and the mountain drives runs 30-70 Mbps. Travel eSIMs typically route through Orange or Vodafone; Digi is less commonly used for travel roaming but visible in some multi-country plans.
Why Romania has some of the fastest home internet in Europe
Not directly relevant to eSIM but useful context: Romania has been near the top of European fibre broadband rankings for over a decade, thanks to a mostly-unregulated fibre rollout in the 2000s. Hotel Wi-Fi is usually excellent as a result, and coffee-shop Wi-Fi in Bucharest, Cluj and Timișoara is often faster than the mobile network. Your eSIM covers the outdoor, transit and rural gaps; indoor Wi-Fi generally handles heavy uploads.
Bucharest, Cluj, and the Two-Region Split
Romania is really two travel stories — the flat lowland south (Bucharest, the Wallachia plain, the Danube Delta) and the Transylvanian highlands ringed by the Carpathian mountains (Brașov, Sibiu, Cluj-Napoca). Bucharest is the capital and by far the largest city — the Palace of Parliament (the world's second-largest administrative building by area), the Village Museum, the reconstructed Old Town around Lipscani, the Herăstrău Park lakes, and a nightlife scene that's genuinely one of Europe's best-priced. Coverage is dense on all three networks in central Bucharest with 5G at 300-600 Mbps in the Old Town, Herăstrău and the business districts (Aviatorilor, Pipera). Cluj-Napoca in Transylvania is Romania's second city and IT/university hub — home to the Cluj-Napoca IT ecosystem, the Untold Festival, and a walkable centre with strong 5G. Bucharest to Cluj by train is 8-10 hours or by regional flight 1 hour; the TAROM domestic network connects most major cities. The eSIM works cleanly on either mode.
The Leu question (not the Euro)
Romania has not adopted the Euro and prices in the Romanian Leu (RON). This matters practically because some travellers assume Romania is a Euro country and get caught out at ATMs and card terminals. Bolt and Uber both operate here at very reasonable rates in RON; card acceptance is near-universal in the cities but cash is more common in rural areas. Your Romanian eSIM prices in USD or your home currency at purchase, then just works locally regardless of what you pay in for restaurants and transport.
Transylvania: Brașov, Sibiu, and the Dracula Loop
Transylvania is the postcard Romania — medieval Saxon towns, Carpathian mountains, and the specific tourism angle around Vlad Țepeș (the historical Dracula figure). Brașov is the main base — a medieval Saxon town with the Black Church (Biserica Neagră), Council Square, and a 4G/5G-covered old town. From Brașov, Bran Castle (the 'Dracula's Castle' of tourism marketing, though Vlad the Impaler's actual connection to it is slim) is 45 minutes; coverage on the drive and at the castle site is solid on Orange. Peleș Castle in Sinaia is closer and often the more architecturally interesting stop. Sibiu, further west, was the 2007 European Capital of Culture — the reconstructed old town, the Brukenthal Museum, the surrounding Saxon villages (Biertan, Viscri) are gems of medieval Europe. Sighișoara, midway between Brașov and Cluj, is Vlad's actual birthplace and a UNESCO-listed medieval citadel with clock tower. Coverage in all four Transylvanian cities is strong on Orange 4G/5G; the mountain roads between them (E60, E68) hold signal on the main routes and thin in the Făgăraș mountain passes.
Transfăgărășan and Transalpina — coverage on the mountain drives
Two of Europe's most famous mountain drives sit in the Carpathians — Transfăgărășan (DN7C) crossing the Făgăraș range and Transalpina (DN67C) further west. Both close for winter (typically October-June) and both have patchy coverage on the summit stretches. Signal returns at every town on either end. Download offline maps before the drive; the Transfăgărășan takes 2-3 hours to cross and the Bâlea Lake summit is at 2,000 metres.
The Danube Delta, the Carpathians, and Rural Coverage
Beyond the main cities, Romania has three broadly rural regions where coverage warrants specific mention. The Danube Delta on the Black Sea coast is Europe's second-largest wetland — 5,500 square kilometres of channels, lakes, and one of Europe's richest bird habitats (UNESCO Biosphere Reserve). Tulcea is the gateway; coverage there is solid on Orange, and boat tours into the delta itself have variable signal — the main channels hold, deeper channels and remote fishing villages thin. Bring downloaded maps. The Carpathian mountain villages (Maramureș with its wooden churches, Bukovina with its painted monasteries — both UNESCO) have solid 4G in the villages themselves and thinner coverage on the higher trekking routes. The Retezat and Piatra Craiului mountain trails vary by elevation and terrain — Orange has the widest reach here. Rural Wallachia and Oltenia (south of the Carpathians) are agricultural landscapes with the usual pattern: coverage at towns and along the DN roads, patchier on the small country routes.
The Turkish Visa Advantage + Schengen 2024/2025
Romania is one of the easier Balkans-adjacent EU destinations for Turkish travellers. Turkish citizens have 90 days visa-free entry (under the long-standing bilateral agreement, unchanged by EU membership) — Romania was one of the few EU countries to keep visa-free access for Turkish nationals throughout its EU membership. THY flies Istanbul-Bucharest, Istanbul-Cluj-Napoca and Istanbul-Iași direct; Pegasus operates Sabiha Gökçen-Bucharest. Since March 2024, Romania is in Schengen for air and sea travel — you can now fly from Istanbul to Bucharest and connect onward to any other Schengen airport without additional passport checks at the intermediate stop. Land borders joined Schengen in January 2025. Turkish business travellers heavy in Bucharest and Timișoara (both major manufacturing and IT hubs) benefit from the streamlined transit, and Turkish restaurants and communities are prominent in Bucharest's downtown. The eSIM saves the surprise-charge risk on Turkish carrier plans for any trip beyond a couple of days.
