The Council of the EU brought Ukraine into the roaming area from 1 January 2026
The Council of the European Union announced on 25 July 2025 that EU mobile roaming benefits would be extended to Moldova and Ukraine as of 1 January 2026. Its statement is that Moldovans and Ukrainians in the EU, and EU citizens in Moldova and Ukraine, are able to make calls, send texts and use mobile data without additional charges, just like in their home country. The Council adopted the Ukraine decision on 14 July 2025.
So the question is which contract you hold, not which plan you buy
If your line is on an EU tariff, roam like at home now applies in Ukraine and this page is very likely a waste of your money. If your line is from outside that arrangement, from the United Kingdom, the United States, Canada, Australia or elsewhere, nothing above applies to you and the cards below are the comparison.
