Two Rwanda eSIM Cards Here Cost the Same and One of Them Holds Twice the Data
Rwanda has a short local card list, and a short list makes individual oddities matter more. There is a pair here where the decision is made for you before you compare anything, a wider Africa list that is longer than the Rwandan one, and a national rule about visitor SIM cards that is unusually specific and unusually hard to apply to an eSIM. Each is taken below from the cards themselves or from the Rwandan regulator, and where the two do not connect, that is said rather than smoothed over.
One Pair in This List Decides Itself
Among the Rwandan cards there are two fifteen-day products from the same brand carrying an identical figure. One gives five gigabytes. The other gives ten. Nothing else separates them: same brand, same validity, same money.
The Smaller One Is Dominated Outright
At an equal price and an equal duration, the ten-gigabyte card carries twice the data of the five-gigabyte one. Both run fifteen days and both cost the same, so for anyone weighing the two the larger block is the one that stretches further, and it holds the best rate per gigabyte in the Rwandan list.
The Rest of the Ladder Behaves Normally
Away from that pair the list runs without surprises. Thirty-day blocks improve as they get bigger, the one-day cards land in the middle of the rate range rather than at either end, and nothing else is priced against itself. The pair is an outlier rather than a sign that the whole list is mispriced.
The Wider Africa List Outnumbers the Rwandan One
There are more Africa cards listed above than Rwandan ones, which reverses the usual arrangement on a country page. That is worth a moment before buying, because the wider card covers many countries and is not automatically the dearer choice.

What the 2024 Regulation Says
The Rwandan regulator regulation on SIM card registration, dated 9 August 2024, requires that foreign applicants must present the travel document used for entry into the country, passport or ID. It then states that their SIM card will be deactivated by the licensee five days after their visa expires. A separate clause limits foreigners registering under a passport to one SIM card per network, where Rwandan nationals may hold three.
Whether It Reaches a Card Bought Here Is Unpublished
That regulation governs subscribers registered with a Rwandan licensee. No card here states whether the profile delivered to a handset is a Rwandan subscription or a visiting one, and the answer decides whether any of it applies. Claiming exemption would be as invented as claiming the rule bites, so neither is claimed.
Two Networks Carry the Country, and No Card Here Names Either
Rwanda is a two operator market. What matters for a purchase is not how they divide it but that there is no third network to fall back on.
Two networks, and no third option
The regulator first quarter 2026 sector report records mobile subscriptions at 97.1 per 100 inhabitants, slightly under one active line per person rather than more than one. Which of the two networks carries a card bought here is not stated by any brand, and with only two in the country there is no third to switch to if the signal is poor where you are staying. That is an argument for a short card first and a top up later.
Kigali, Musanze, Rubavu and Huye Draw on One List
No Rwandan card is scoped to a district or a province. A Kigali eSIM is the same purchase as a Musanze eSIM, and the same one somebody heading to Nyungwe or Akagera would make, because the list is national and nothing in it is priced by place.
The Parks and the Border Towns Cost What the Capital Costs
Rubavu on Lake Kivu, Huye in the south and Musanze at the foot of the volcanoes all buy from the same cards as Kigali. Where a signal actually reaches, in the forests or up on the volcano trails, depends on the network behind the card, and no card here names that network.
The Cheapest Card to Buy Is Also the Worst Value in the List
The smallest card here is both the lowest outlay and the steepest rate per gigabyte at the same time, which makes the trade unusually stark. Usually those two labels sit on different cards.
One Gigabyte for a Week, at the Top of the Rate Column
It is the least you can spend and the most you can pay per gigabyte, in the same card. For a two-day stopover that is still a defensible purchase, because the alternative is buying data you will never use. For anything longer the ten-gigabyte fifteen-day card costs more up front and less than half as much per gigabyte.
