The pricing on this page is not a reflection of the state of the networks, and it is worth separating the two before you draw a conclusion.

What the published indicators say

The Belarusian Ministry of Communications and Informatization, reporting the International Telecommunication Union ICT Development Index for 2025, gives Belarus a score of 90.7 points against 88.5 the previous year, with 3G network coverage at 99.9 percent and 4G LTE coverage at 98.4 percent. It also reports that 91.5 percent of the population uses the internet and 92.5 percent of households have access. By those measures the infrastructure is strong.

So why is the data expensive here

Because what you are buying here is wholesale access negotiated upstream, and that is a separate market from the domestic one. A country can have excellent networks and expensive wholesale terms at the same time, and Belarus is a clear example. Calls, messages and your own number
