It is tempting to assume that a mobile operator headquartered in Sarajevo, one in Banja Luka and one in Mostar each cover the part of the country they sit in, and that assumption is exactly the kind of thing this page is not going to make on your behalf. What an EU Contract Costs You Here, and Why It Is Less Than It Was
Worth checking before you buy anything on this page, because for some visitors it changes the answer.
EU roaming does not reach Bosnia, but the charge was capped in 2023
The European Commission records that from 1 October 2023 data roaming between the EU and the Western Balkans became more affordable, after 38 telecommunications operators from both sides voluntarily agreed to reduce charges, supported by the Regional Cooperation Council. Further reductions are planned for 2026, with a 2028 target at which prices should be close to domestic. So the choice is not between free and punishing; it is between a capped roaming charge and the cards on this page.
Three Operators, Three Cities
The Regulatory Agency for Communications publishes an annual report on the sector, and its figures give a clear picture of the market structure even though they stop short of the thing travellers most want.
What the regulator publishes, and what it leaves out
In its 2021 annual report the Regulatorna agencija za komunikacije listed three licensed mobile operators: BH Telecom d.d. Sarajevo, Telekom Srpske a.d. Banja Luka and HT Mostar d.d. It recorded a predominantly prepaid market. What it does not publish, and what no card on this page declares, is which of the three a travel plan roams onto.
What those numbers do not say
Those are company headquarters, not coverage. It would be easy to read three operators seated in Sarajevo, Banja Luka and Mostar and conclude that each is the one to have in its own region, and that conclusion may even be broadly right, but the regulator report does not say it and a company address is not evidence for it. That is the difference between a fact and an inference dressed as one.
Why There Is No Coverage Map on This Page
Bosnia is mountainous, and the roads that matter to a visitor are frequently the ones through the mountains rather than between the cities. That makes coverage a real question here rather than a formality, which is precisely why we are careful about it.
Penetration is not coverage
A penetration figure above 100 percent counts active subscriptions against population. It says the market is mature. It says nothing about where a signal reaches, and the two get quoted as though they were the same measurement far more often than they should be. We have the first number for Bosnia and we do not have the second.
Nobody publishes the routes
There is no published signal data for the road over Vlasic, the approach to Sutjeska, the canyon roads along the Neretva or the mountain villages above Jajce. Those are the places connectivity actually becomes a question on a Bosnian trip, and no institution measures them. Download your maps and your route before you leave a town, and treat signal on a mountain pass as a bonus rather than an expectation.
Buying for a Country You Will Mostly Drive Across
Most visitors to Bosnia move around a lot, often by car, and often between towns rather than staying in one. That shapes the data question more than the length of the trip does. Drive Sarajevo to Mostar to Banja Luka to Tuzla and the plan does not notice. Bosnia and Herzegovina is sold whole.
Navigation is the constant cost
If you are driving, maps run continuously and that is your baseline consumption rather than an occasional check. It is still modest in absolute terms, but it means your usage will be steadier and slightly higher than a city trip of the same length. Size for the driving days rather than the average.
Download the route before the mountains
Offline maps for the whole country cost a few hundred megabytes once and remove the worst failure mode entirely, which is losing navigation at the point where you also have no signal to reload it. Do that on hotel wifi rather than on the plan.
Before You Pick Up the Car
Three things decide whether the plan you bought is the plan you can use, and none of them can be fixed after you land.
Phone, profile, days
Your phone must support eSIM and must not be carrier locked, which is the single most common reason a purchase turns out to be unusable. Install the profile at home while you still have a connection you trust: installation and activation are separate steps, so it does not start the validity period. Then match the day count to the trip with a day of margin, because validity runs in calendar days from activation rather than days of use. Balkan trips cross borders constantly, so check whether the plan is Bosnia only before you buy.
Where a Data Plan Ends
These are data plans. Two consequences follow, and they cover most of what people ask afterwards.
Calls, messages and your own number
None of these plans include calls or texts over the mobile network, and none gives you a local number. Internet calling works normally, and it is worth setting up before you go, because accommodation in smaller Bosnian towns is frequently arranged by voice. Keep your home SIM for your own number, data roaming off.
Tethering, and what happens when it runs out
Tethering works and draws on the same allowance, so a laptop will move through a bundle much faster than a phone will. When the data is gone the connection simply stops, with no per megabyte charge afterwards. Buying a replacement needs a connection, which is the awkward part, so installing a second small plan before you travel is cheap insurance: an installed plan costs nothing until you activate it.
