Four Operators, and a Market That Runs on Prepaid

The Salvadoran regulator, the Superintendencia General de Electricidad y Telecomunicaciones, names four mobile operators in its user information: Tigo, Claro, Movistar and Digicel. The striking thing in its numbers is not how many operators there are but how the country buys service.

The prepaid share is close to total

SIGET reported 11,338,750 mobile lines in operation in its fourth quarter 2023 indicators. Of those, 9,884,718 were prepaid and 1,454,032 were postpaid. That is roughly 87 percent prepaid, in a country with a population well below the number of lines. Prepaid is not a niche here, it is the default, and it is why buying a local SIM in El Salvador is genuinely simple compared with markets built around contracts.

Which operator your plan uses

Not something any card here declares. No card names the local network it roams onto, and the catalogue field that would answer it is identical across every product. That is the position on every destination on this site, not only this one.

Coverage Maps Belong to the Operators Here

El Salvador is a small and densely populated country, and the headline coverage figure reflects that. What is unusual is where you have to go to check anything more specific.

The regulator gives a number, then points elsewhere

SIGET reported the proportion of the population under mobile network coverage at 96 percent in the same fourth quarter 2023 report. But for anything more detailed than that single figure, its own user information page does not publish maps. It lists the four operators and links to each operator map instead. What the 96 per cent does not describe

It is a population measure, so it describes where people live. It does not describe the volcano trails, the crater rim at Santa Ana, the surf coast between towns, or the routes through Morazan. Nobody publishes signal data for those, and we are not going to infer it from a population figure, because they are different measurements. Save your maps offline before you leave a town.

Sizing a Plan for a Compact Country

Distances in El Salvador are short. It is a compact country, which changes the data question compared with places where travel days dominate the trip. San Salvador, Santa Ana, San Miguel and the La Libertad coast fall under one purchase, which suits a country you can see most of in a week.

Short hops, steady use

Because you are rarely far from a town and rarely in transit for long, usage tends to be even across the trip rather than spiking on travel days. That makes a mid sized capped bundle easier to estimate here than in an archipelago or a large country, and it makes unlimited plans less obviously worth the premium.

The exception is video

Surf and volcano trips generate a lot of footage, and phones that back up automatically will move through an allowance quickly. If that describes your phone, either turn the automatic upload off until you are on wifi or buy for it deliberately.

Two Minutes at Home

Three things decide whether the plan you bought is the plan you can use, and none of them can be fixed after you land.

Phone, profile, days

Your phone must support eSIM and must not be carrier locked, which is the single most common reason a purchase turns out to be unusable. Install the profile at home while you still have a connection you trust: installation and activation are separate steps, so it does not start the validity period. Then match the day count to the trip with a day of margin, because validity runs in calendar days from activation rather than days of use. If the trip continues into Guatemala or Honduras, check the plan before assuming it crosses.

What You Are Not Buying

These are data plans. Two consequences follow, and they cover most of what people ask afterwards.

Calls, messages and your own number

None of these plans include calls or texts over the mobile network, and none provides a Salvadoran number. Internet calling works normally, which is worth setting up before you travel since a good deal of local arranging still happens by voice. Your home SIM can stay active for your own number, with its data roaming off.

Tethering, and what happens when it runs out

Tethering works and draws on the same allowance, so a laptop will move through a bundle much faster than a phone will. When the data is gone the connection simply stops, with no per megabyte charge afterwards. Buying a replacement needs a connection, which is the awkward part, so installing a second small plan before you travel is cheap insurance: an installed plan costs nothing until you activate it.
