The Rules Behind a Saint Kitts and Nevis eSIM Are Set by a Regulator Shared With Four Neighbouring States

Saint Kitts and Nevis does not regulate its telecoms alone. It belongs to a regional authority created by treaty in 2000 and shared with four other Eastern Caribbean states, and it also runs a national commission of its own. Two layers is unusual and it has a practical upside for anyone reading this: quite a lot about spectrum, licensing and market structure is public, and can be quoted rather than guessed. What none of it covers is the cards themselves, and that gap is marked where it falls.

One Authority for Five Countries, Created by Treaty in 2000

The Eastern Caribbean Telecommunications Authority describes itself plainly: it is the regulatory body for telecommunications in its Member States. Saint Kitts and Nevis is one of those members, which means the framework a local operator works under is negotiated regionally rather than nationally.

Which States Signed, and Where

The authority names its members as the Commonwealth of Dominica, Grenada, St. Kitts and Nevis, Saint Lucia, and St. Vincent and the Grenadines. It records that it was established on 4 May 2000 by Treaty signed in St. George Grenada. Saint Kitts and Nevis was also the first member state to pass the Electronic Communications Act, in February 2021.

The Regional Body and the National One Do Different Jobs

Alongside the regional authority there is a national commission that maintains the licence register for these islands. The regional body handles the framework and spectrum planning; the national one records who holds what licence locally. A visitor never deals with either, but between them they are why the operator question here has a partial published answer at all.

The Authority Does Not Quite Agree With Itself About Its Own Membership

Two documents from the same body give two different member lists, and rather than pick the convenient one, both are recorded here.

Five on the Membership Pages, Six in a 2025 Determination

The about and contracting-states pages both name five states. A spectrum determination paper approved in 2025 includes Anguilla in its list as well. Nothing on the site explains the difference. For the purposes of this page the membership pages are treated as authoritative, and the discrepancy is noted rather than resolved, because resolving it would mean guessing.

The Entry-Level Card Is the Only Esimfly Card Here

Roamify carries most of the ladder here. Airalo adds two thirty-day cards, at 21 dollars for three gigabytes and 32.50 for five. Esimfly lists one card, one gigabyte over seven days, and it happens to be the smallest card on the page.

One Card, and It Holds the Steepest Rate

That single entry is one gigabyte over seven days. It carries the highest cost per gigabyte in the local list and the second-lowest price to buy, which makes it a fit for a night or two rather than a longer stay. For anything longer the larger blocks work out cheaper per gigabyte.

The National Licence Register Is Readable for One Operator and Not for the Rest

The national commission publishes a licence registry, which ought to settle the operator question. In practice it settles part of it.

What Could Be Read and What Could Not

One entry is legible in full: a public mobile telecommunications licence issued in December 2020 and running to December 2035. Other rows carry company names as images rather than text, so their legal names and licence categories could not be read from the register directly. The categories the registry uses include fixed public telecommunications, public mobile telecommunications, internet network service and submarine cable landing. No card here ties its cards to a named licensee.

Basseterre and Charlestown Buy the Same Card

Two islands, two towns, one price list. Buying in Basseterre and buying in Charlestown pull from an identical set of cards, because nothing in the local list is written for Saint Kitts or for Nevis separately. A Basseterre eSIM stays exactly what it was after the ferry to Nevis.

Nevis Is Not Priced Apart From Saint Kitts

Charlestown on Nevis draws on exactly the same cards as Basseterre on Saint Kitts, and so does anywhere else on either island. Whether coverage holds evenly across both is a network question that neither the regulator nor the brands answer at that level of detail.

Spectrum Decisions for These Islands Are Taken Regionally, and the Next One Is Named

Because spectrum is planned at the regional level, the forward look is published in a way that national regulators often do not manage. The most recent determination is specific about one band and deliberately silent about another.

What the 2025 Determination Commits To

The regional authority states that it will proceed with the identification of the frequency band 614 MHz to 698 MHz or portions of the band for IMT applications. On the 6 GHz question the same paper says it will await the discussions and decision of a world radio conference before deciding. Neither commitment has produced a card yet, and no institutional source confirming a commercial 5G launch on these islands was found.
