Congo Has Far More Mobile Lines Than Mobile Internet Connections, and a Congo eSIM Is Sold Into That Gap

This page covers the Republic of the Congo, the country with its capital at Brazzaville, and not its much larger neighbour across the river. The Congolese regulator publishes a quarterly market observatory, which makes two things measurable here that are guesswork elsewhere: how many active mobile lines the country carries, and how many of them actually carry mobile internet. Those two numbers are a long way apart, and the distance explains more about this price list than any comparison between brands would.

The Regulator Publishes Two Penetration Figures and They Sit Far Apart

The market observatory for the second quarter of 2025 gives a mobile penetration rate of 91.2 per cent and a mobile internet penetration rate of 55.5 per cent. Those are subscriptions measured against population, not shares of people, so the honest reading is roughly ninety-one active lines and fifty-six mobile internet subscriptions for every hundred inhabitants.

What the Observatory Recorded for Mid-2025

The same report puts the active mobile base at about 5.87 million and describes the market as structured around two principal operators. On the data side it records that 4G dominates at 79.0 per cent of mobile internet connections. The regulator does not mention 5G anywhere in its 2025 observatory reports.

Why the Distance Between Those Two Numbers Matters

A phone line and a data subscription are not the same purchase in Congo, and a large share of lines carry no mobile internet at all. That is the market these cards are priced into. It is also the reason a visitor should not read local line prices as a guide to what mobile data costs here.

Ten Gigabytes for a Month Costs Less Than Ten Gigabytes for a Week

One pairing in the list runs backwards. From the same brand, a ten-gigabyte card valid thirty days is priced roughly a third below the ten-gigabyte card valid seven days. More data time for less money, from the same name, sitting a few rows apart.

Nothing Else in the List Does This

At three, five and twenty gigabytes the ordering is normal and the longer or larger card costs more. Only at ten gigabytes does the thirty-day version undercut the shorter one, and that same card also carries the lowest cost per gigabyte anywhere in the Congolese list. If ten gigabytes fits the trip, the choice is settled before any other comparison starts.

The Uncapped Ladder Climbs Higher Here Than Any Other Column

Seven cards drop the data cap and they run from a single day up to a month. The top of that ladder is the largest outlay anywhere in this list by a wide margin, and it is worth comparing against the capped cards before reaching for it.

Cost per Day Falls, Total Cost Does Not

The daily cost of the uncapped cards improves steadily as they get longer, which is the normal shape. What does not improve is the total: the month-long uncapped card costs roughly twice what the largest capped card costs. Uncapped is worth it only if the trip genuinely needs more data than the biggest block on offer.

Two Operators, Two Submarine Cables, and Published Dates for Both

The operator question has a clean answer here because the regulator answers it, and the international capacity question has one because it is a matter of public record.

What Is on the Record

The regulator describes the market as built around two principal operators and names them. One of the two announced a commercial 5G launch in the country in November 2024. On capacity, the country was connected by its first submarine cable in May 2012 and by a second in August 2023. No card here states which of the two networks it uses.

Brazzaville, Pointe-Noire and Dolisie Buy the Same Card

No Congolese card is scoped to a city or a department. Buying for Brazzaville and buying for Pointe-Noire draw on one identical set of cards, and so does buying for anywhere up-country, because the list is national and nothing in it names a place. A Pointe-Noire eSIM does not exist as a separate product.

The Coast, the Capital and the Road Between Them

Brazzaville in the south-east, Pointe-Noire on the Atlantic and Dolisie between them all draw on one list. Where mobile data actually reaches along that corridor and beyond it is a network question, and no card here names the network behind it.

No Published Visitor SIM Rule Exists for Congo

A visitor who wants the subscriber identification rules before travelling will not find them published. Neither the regulator nor the responsible ministry carries such a text.

Neither the regulator nor the responsible ministry publishes a subscriber identification rule, and the ministry site was unavailable. The only pages writing about Congolese SIM registration are commercial travel blogs, which is not a standard worth quoting.
