What the Two Carriers Publish

One describes the position directly: in the US, Puerto Rico or the US Virgin Islands, you are roaming domestically. The other frames it from the opposite side, saying international charges begin when you use data outside the U.S., Puerto Rico, and the U.S. Virgin Islands. Both are the carriers own words on their own support pages.

Why This Is Not a Rule and Should Not Be Treated as One

No regulator statement making the territory domestic for all operators could be found. What exists is two companies describing their own plans. No operator or regulator has published a coverage percentage for 5G here, so none is quoted. Which network any card above uses is not stated by either brand.
