The Coverage Figure the Ministry Actually Publishes
Azerbaijan has three mobile operators: Azercell, Bakcell and Nar. What is unusual is not the market structure but the shape of the official data, which is worth understanding before you read anyone promising 5G speeds here.
What the number says, and what it measures
The Ministry of Digital Development and Transport publishes a digital development statistics book. In its 2023 edition, reporting 2022 figures, it puts population coverage by at least an LTE or WiMAX mobile network at 94.0 percent, mobile cellular subscriptions at 11.068 million, penetration at 110 subscriptions per 100 inhabitants, and internet users at 88.1 percent of the population. Note the definition: this is the share of the population living where a network reaches, which is not the same as the share of the territory covered, and it is a 2022 measurement.
The ministry does not publish a 5G figure
There is no 5G coverage number in that publication. On the operator side, Azercell announced a 5G service at Fountains Square in central Baku in November 2019, and its own announcement described a pilot, free during the pilot stage, with testing continuing until a commercial launch across the country. No official statement confirming that nationwide commercial launch has been published since. So the record supports neither a 5G claim nor a denial. Plan for LTE and treat anything better as a bonus.
Where the 94 Per Cent Stops Mattering
A population coverage figure is generous by construction. It counts where people live, and Azerbaijan is a country where a great deal of what visitors travel to see is not where people live.
Population coverage is not territory coverage
The 94 percent describes people, not land. In a country with the Greater Caucasus in the north, semi desert in the centre and mountain districts in the west, the gap between those two measurements is wide. A figure that high tells you Baku, Ganja and Sumqayit are well served. It tells you nothing reliable about a mountain road in Guba or Lahic.
Nobody publishes signal for the places you are going
There is no published coverage data for hiking routes, mountain passes, the mud volcano fields, or the roads through the Talysh mountains. The population figure does not convert into one, because those are two different measurements. Download offline maps before you leave a city.
Choosing a Size in a Cheap Market
Azerbaijan is inexpensive enough that the usual advice inverts. In an expensive market you buy carefully to avoid waste. Here the cost of buying slightly too much is small, and the cost of running dry in a mountain district is not.
Round up rather than down
At the prices in this catalogue the difference between a small bundle and the next size up is often a couple of dollars. That is a poor thing to economise on when the alternative is trying to complete a purchase on a weak connection somewhere outside Baku. Buy the larger one.
What actually consumes the allowance
Maps, translation and messaging use less than people expect. Video and photo backup use much more. If your phone uploads every photograph automatically, either turn that off or size the plan for it, because on a photography heavy trip that single setting will account for most of what you spend.

Three things decide whether the plan you bought is the plan you can use, and none of them can be fixed after you land.
Phone, profile, days
Your phone must support eSIM and must not be carrier locked, which is the single most common reason a purchase turns out to be unusable. Install the profile at home while you still have a connection you trust: installation and activation are separate steps, so it does not start the validity period. Then match the day count to the trip with a day of margin, because validity runs in calendar days from activation rather than days of use. The Limits of a Data Plan
These are data plans. Two consequences follow, and they cover most of what people ask afterwards.
Calls, messages and your own number
Calls and texts over the mobile network are not included, and no plan here gives you an Azerbaijani number. Internet calling works as normal. Keep your home SIM in place if you need to stay reachable on your usual number, with data roaming switched off so you are not paying twice.
Tethering, and what happens when it runs out
Tethering works and draws on the same allowance, so a laptop will move through a bundle much faster than a phone will. When the data is gone the connection simply stops, with no per megabyte charge afterwards. Buying a replacement needs a connection, which is the awkward part, so installing a second small plan before you travel is cheap insurance: an installed plan costs nothing until you activate it.
