On Oman the Regional Cards Are Not the Expensive Option, and That Is Unusual

Whether WhatsApp Calls Work Is the Real Question, and It Is Not About Your Plan
Oman has restricted voice over internet calling, and the position has moved more than once. It is worth understanding before you buy data.
The TRA said in April 2025 that it licenses these services rather than banning them
A senior official of Oman's Telecommunications Regulatory Authority told a media briefing, reported by the Oman Observer on 24 April 2025, that regulations exist for using VPNs and applications such as WhatsApp calls, and that the authority regulates through licensing arrangements rather than by banning applications outright. Reports in December 2024 described WhatsApp calling becoming available in the country.
What that means when you are standing in Muscat with a data plan
The position depends on a licensing arrangement between an application and the operators, and it has moved more than once. It does not depend on which plan you buy from this page, and any seller telling you their plan unlocks calling is describing something they do not control. Plan for messaging to work and treat voice calling as the thing to test on arrival, not to rely on.
The Oman Cards Split Three Ways: Entry Price, Rate and Network Label

3.04 dollars is the way in, on a short Esimaccess card
Entry from 3.04 dollars, validity 7 to 15 days, about 2.66 dollars per gigabyte at best value. It is the cheapest entry on the Oman cards and the dearest data on them, which is the usual shape of a short cheap card. No unlimited option.
The lowest rate per gigabyte here is 1.30 dollars, on Roamify cards
Entry from 4.62 dollars, validity 1 to 30 days, three unlimited options. Dearer to get into than Esimaccess and roughly half the cost per gigabyte, which is the trade the whole page turns on.
Airalo carries the only 5G label here, and sits in the middle on data
Entry from 7.50 dollars, the highest on the Oman cards, validity 7 to 30 days, four unlimited options. About 1.90 dollars per gigabyte at best value, which puts it between Roamify at 1.30 and Esimaccess at 2.66. The 5G label is what its supplier declares for its own plans.
Oman Cards and Middle East Cards Come Out Level
On most destinations we have measured, the regional cards are clearly dearer. Oman is the exception, and it changes the advice.
Median cost per gigabyte: 2.52 against 2.49
Across the Oman cards the median works out at about 2.52 dollars per gigabyte; across the Middle East cards, about 2.49. That is a difference small enough to ignore. Entry price still favours the Oman cards, 3.04 against 3.78.
So the deciding factor is the itinerary, not the price
If Oman is one stop in a Gulf trip, the regional cards cost you nothing extra on data and cover the other countries. If Oman is the whole trip, the country cards get you in cheaper and that is the only gap.

With the entry price and the data rate pulling in opposite directions here, sizing decides which supplier wins.
Under about three gigabytes, the cheap short card wins
A 7 to 15 day Esimaccess card at 3.04 dollars is hard to beat for a light week of maps and messaging, even at the higher rate per gigabyte, because you are buying so little of it.
Above that, the entry price stops mattering
Once you are past roughly three gigabytes the 1.30 dollar rate on Roamify overtakes the cheaper entry. Seven of the Oman cards are unlimited if you would rather not do the arithmetic.

Neither takes long and neither can be done well at the airport.
Install the profile at home
Installing needs internet, activating does not. Download it over your home connection and switch it on when you arrive.
Have a messaging plan that does not depend on voice calls
Given the licensing position described at the top of this page, agree with the people at home that text and voice notes are the fallback. That costs nothing and removes the one genuine surprise of an Oman trip.
