NTRA ended the passenger exemption, but kept 90 days for tourists
Egypt's National Telecom Regulatory Authority announced the annulment of the exceptional customs exemption for an imported mobile phone carried by a passenger, effective 12:00 noon on Wednesday 21 January 2026. Its announcement states that the exemption continues to apply to mobile phones of Egyptians living abroad and to tourists for a period of 90 days, with a 90 day grace period from the date the phone was activated to regularise a device before any regulatory measures are taken.
The announcement does not distinguish a roaming line from a local SIM
On some destinations the regulator says explicitly that a device roaming on a foreign line is outside the registration rule. Egypt's announcement does not address that question at all, so we are not going to fill the gap with a guess. For a visit inside 90 days the exemption covers you either way; beyond that, ask the authority rather than a reseller.
