ARCEP, 30 March 2026: 2.4 million SIMs were still 2G or 3G only
The French regulator ARCEP reported that at the end of December 2025 some 2.4 million SIM cards in France still worked only on 2G or 3G, an 11 per cent fall in six months, and said the shutdown of those networks is not expected to change coverage levels nationwide. The practical reading for a visitor is about the phone: a handset that can only reach 3G is running out of road in France, and no eSIM fixes that.

France has four mobile networks and your plan will use one of them without telling you which.

How Much to Buy for a Week in France
Sizing is where most of the money is wasted, in both directions.
Maps, messaging and a few photos: 3 to 5 gigabytes a week
Offline maps downloaded before you fly cut this sharply. On the cheapest cards a five gigabyte week is small money; on the dearest it is not, which is the whole argument for checking cost per gigabyte rather than the entry price.
Video and tethering push you into unlimited territory
Seven of the France cards are unlimited. If you plan to stream or work off the connection, compare those against a large fixed bundle rather than assuming unlimited is dearer.

Confirm the handset is eSIM capable and unlocked

Install before departure, activate on arrival
Download the profile over your home connection. Installing needs internet; activating does not. Doing it in the reverse order is the single most common way this goes wrong.
