Pakistan Device Registration Decides Whether You Want a Travel Plan or a Local SIM

This is the rule most likely to affect a visitor carrying a phone, and it decides whether a travel plan or a local shop SIM is the right buy.

A roaming line is exempt; a local Pakistani SIM starts a 60 day clock

The Pakistan Telecommunication Authority operates DIRBS, the device identification and blocking system. Its published FAQ states that a device using an international SIM as a roamer keeps service without registration, and that registration only becomes necessary once a local Pakistani SIM goes in, after which the handset receives service for 60 days and is then cut off. That distinction is the entire practical difference between a travel eSIM and a shop SIM in Pakistan.

PTA opened free temporary registration on 25 April 2025

PTA announced that temporary visitors, including foreign nationals, can register a personal handset free of charge for up to 120 days per visit, through the device registration portal. Before this the route ran through a tax payment. If you intend to use a local SIM for a long stay, that is the process; if you do not, it does not apply to you.
